The Housing and Neighborhood Development Department enhances the quality of life for Bloomington residents by developing programs, services, and partnerships to preserve community character, promote affordable housing and encourage neighborhood vitality. Services include code enforcement, inspection of rental housing, affordable housing, neighborhood services, and historic preservation.
On any one day you may find a HAND employee rolling up his sleeves to help with a neighborhood clean up or sitting in an office advising a prospective homeowner.

Contact us if you are interested in buying a home, wish to report a code complaint, are starting a neighborhood association, have a question about an historic structure, or need information about your community. HAND employees are here to help you.

The City of Bloomington has made substantial amendments to its 2015-2019 Consolidated Plan as amended (PDF 1.21 MB), the 2015 Consolidated Annual Performance and Evaluation Report as amended (PDF 1.63 MB) and the 2016 Annual Action Plan as amended (PDF 732.76 KB). These documents are used as a guide in the expenditures of Community Development Block Gran (CDBG) and HOME funding received from the U. S. Department of Housing and Urban Development.

A copy of these plans are available above in PDF format. Additionally, paper copies of the plans will be available at the office of HAND, Suite 130, Showers City Hall, 401 N Morton Street.
