Neighborhood Parking Permit Questions and Answers

City of Bloomington ORDINANCE 92-06 designates University Proximate Residential Neighborhood Permit Parking Zones. Residents in those zones may receive Parking Permits that only allow the vehicles with Permits to park on the street between 8AM and 5PM, Monday thru Friday. Permits expire August 15, of each year. This Ordinance is meant to protect motorists, bicyclists and pedestrians from excessive commuter traffic competing for parking spaces as well as to reduce the amount of traffic in the neighborhoods.

1. Who is eligible to obtain the Neighborhood Parking Permits?
Any person who maintains their residence within the Neighborhood Parking Zone may apply for one parking permit per vehicle. Proof of residency for homeowners is a current property tax statement or current utility bill. Renters must submit a current lease. A current vehicle registration is also necessary.

2. Is it possible for me to apply for my Permit by mail?
Homeowners may apply for permits by mail. You must call or mail a request for an application to the Parking Enforcement office. Unfortunately the applications cannot be made available online. Call 812-349-3436 or send requests via mail to:

Fill out the Application Form and send it along with your check or money order to the address provided. Be sure to include proof of residency and a copy of each vehicle's registration. Visa and Mastercard are also accepted.

3. What is the fee for the Permits?
Each Permit is $25. A Visitor Permit is also $25 (one per address). Permits expire Aug. 15th of each year.

4. How do I display my Permit?
Permits must be affixed to the vehicle in the lower left corner of the rear window and must be visible to the Parking Enforcement Officer. Visitor Permits hang from the rearview mirror.

5. Does the Parking Permit guarantee me a parking space?
No. They are not reserved spaces. Nor are Permit holders exempt from emergency regulations or other existing parking ordinances or laws.

6. Can I park anywhere in the Zone with a Permit?
Yes, the Permit allows you to park on-street anywhere in the Zone where there is not another parking restriction, such as a No-Parking zone or a yellow curb.

7. What do non-resident landlords, realtors and service vehicles do?
f they cannot park off-street, there are 3 options for parking: Use a visitor permit from the resident recieving the service. Contractors can purchase a yearly permit for all 10 Neighborhood Zones for a $55.00 fee. Contractors can purchase a daily permit for the Neighborhood Zones for a $5.00 fee. Parking Enforcement will allow only 3 temporary parking exemptions in the Neighborhood areas per year for visitors only by calling 812-349-3436.

8. Who may purchase a Visitor Permit?
A Visitor Permit can be purchased by a resident living in the Neighborhood Zone and can be used only by a visitor while temporarily visiting that address. Only one Visitor Permit may be purchased per address. Businesses do not qualify for Visitor Permits.

9. What happens if I buy a new vehicle during the year?
Should the make, model or license tag number of your permitted vehicle change during the year, you may bring the new information and the old permit to the Parking Enforcement Office, 401 North Morton, and obtain a Replacement Permit. The fee for a Replacement Permit is $10.

10. What happens if the residents of a property change during the calendar year?
The new resident may complete an Application Form and, if eligible, may purchase a permit. Permits are non-transferable.

11. I currently have a Residents-Only parking space. Will this Permit program affect that space?
No. The Neighborhood Permit Parking Program does not affect the Residents-Only Parking Program.

12. What hours will the Parking by Permit areas be enforced?
Monday thru Friday, 8AM to 5PM every day City Hall is open. Neighborhood Parking regulations are in effect throughout the year.

13. How much is the fine for a violation of the Neighborhood Parking by Permit Ordinance?
Violation of this Ordinance is subject to an escalating fine of $20.

14. Does my parking permit allow me to park in all of the ten zones?
No, your permit only entitles you to park in the zone for which it was issued; parking in any other zone will result in a ticket.
