The Downtown Vision and Infill Strategy Plan was officially adopted by the City Council in 2005. Commonly referred to as the "Downtown Plan", it was developed in response to guidance from the City's Growth Policies Plan, which called for a plan to be designed in order to provide a long-term future vision for Bloomington's downtown, as well as act as a guide for both public, and private investment, decisions.

The Downtown Plan and its related maps are listed below. Additionally, hard copies of the document are available at the City Planning Department and the Monroe County Public Library, Bloomington (Indiana Room).
