Rental Rehab Loan Program
This program provides interest-free loans for repairs to rental properties.
Occupancy
Rental properties are limited in the number of unrelated adults who may occupy them. In most residential areas, the occupancy limit is three.
Rental Housing and New Construction Financing
The Rental Rehabilitation and New Construction programs seek to increase the supply of affordable rental housing units in Bloomington without concentrating on low-income housing in specific neighborhoods.
Land Acquisition
HAND may acquire vacant property or substandard housing units for clearance or rehabilitation, which is then sold to parties interested in building, leasing, or selling the property for low-income housing.
