The City of Bloomington, Indiana, administers two main sources of funding from the Housing and Urban Development (HUD) Department's Housing and Community Development Program: Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME).

The Consolidated Plan is the City's five year strategic plan which identifies the City's overall needs for affordable housing, community development, economic development, homeless services and services to persons with special needs. Each year, HUD requires the City to file an Annual Action Plan outlining the activities to be undertaken for that year. In addition, HUD requires that the City file a Comprehensive Annual Performance Evaluation Report (CAPER) outlining the activities accomplished for the past fiscal year.
