Information about Video Services in Bloomington

In 2006 the Indiana Legislature passed and Governor Daniels signed House Enrolled Act 1279 into law. This bill deregulated telecommunications and removed franchise authority and oversight of video services providers from local governments. Video Service providers now secure franchise rights on a statewide basis through the Indiana Utility Regulatory Commission. The City of Bloomington and many other municipal governments opposed this change, but it was nevertheless signed into law on March 14, 2006.

Under the prior local franchise and the current statewide video services franchise, the City of Bloomington oversees 6 Public Education and Government (PEG) channels. The City has authorized two PEG delegates (CATS and WTIU) to provide programming over these PEG channels.

The Indiana Utility Regulatory Commission (IURC) is the sole franchising authority for the provision of video services in Indiana.

The Indiana Office of Utility Consumer Counselor (IOUCC) is the state agency representing utility ratepayer interests (including residential and business consumer interests) in cases before state and federal regulatory commissions.

Public Education & Government (PEG) Channels

The City of Bloomington has 6 PEG channels that may be viewed on local video services in our community. These channels are authorized by state law. Bloomington has delegated the programming of these channels to the following partners:

CATS (Community Access Television Services) manages five public television channels which features government access, library programs, a public forum for citizens of Bloomington and Monroe County, and international news telecasts.

WTIU - Indiana University Public Television serving west- and south-central Indiana.
