The residents of 801 N Lincoln St have been parking at the end of the ally, next to their garage. They are blocking entrance and exiting from the alley. They have 4 vehicles parked at this address, with one always hanging over blocking the exit/entrance. Currently a black Buick sedan is blocking the alleyway. Please address this issues asap

We are wondering if the E/W stretch of concrete between 707 N. Lincoln and 711 N. Lincoln is an alley (public thoroughfare) or a driveway (private property). If the former, the resident/tenant at 707 has blocked passage through it with stones and a basketball court. We have assumed for a long time that this is actually an alley and would like to be able to walk down this stretch, but if it is indeed private property we would like that made clear so that we not trespass.
