Trash on the ground. Also 1002 East Atwater. "Fencing" being looked into.
Tenant's mother called. Stated the house next to 1406 Atwater has overgrowth and garbage near her daughter's window well. She is stated that is causing bugs to come into her daughter's room. She would like the house next door to be cited for overgrowth/garbage. Possibly not 1404 E. Atwater, but 1425 Hunter. She was not sure if it was to the west or south. I stated if it cannot be seen from public right of way, we cannot go on to property without permission. Would like a follow up call from inspector.
1000 & 1002 East Atwater trash 9/5/2017. Photo of construction materials that have been laying in the yard between these 2 houses since October, 2016. The second week of August they were moved behind the dumpster and have remained there spite of repeated requests to clean up the area. I am also questioning why this dumpster is not covered or enclosed on all sides considering the rat problem the neighbors have been experiencing since these properties were purchased by a new owner.

A tall plywood fence is being installed between the houses at 1000 and 1002 East Atwater in order to provide an area for drinking/partying. These "fence" panels are removed and stored during city business hours on the deck adjoining the house at 1002 East Atwater. These are the dates the fence has appeared: 8/23, 8/24, 8/25, 8/26 8/31, 9/2, 9/3, 9/4, 9/8, 9/9, 9/14, 9/15. In addition to hiding large crowds of kids drinking, the party area draws increased traffic, trash, noise and the possibility of the "fence" falling and injuring someone. In spite of the fact that the property owner and tenants have been notified that the fence is not allowed it is repeatedly put up and removed to facilitate crowds and loud parties. Would the city please take some action to prevent this from continuing?
This "temporary" fence has gone up every weekend since the end of August 2017, and the photo here is from today (Sat.Sept.16). It is held up by begs of sand or concrete(?), and pails with cinderblocks on them. The fence is made of plywood boards not attached to each other but resting on the aforesaid "supports". As the boards are large and heavy, it is likely they could hurt someone should they tip over during one of the many loud parties the fence enables.The fence also enables the partiers to avoid being seen by the police when passing by looking for the source of the loud parties and allows the partiers to espy the police cars coming to shut down their parties. Please inform the occupants of the house that they should not erect this fence, not only for the danger to passersby and to themselves, but because they requested permission to build such a fence from the Bloomington Historic Preservation Commission in June 2017 and permission was refused.
Cracked sidewalk danger
I would like to know whether the alley behind my house and 1000-1002 E. Atwater legally continues through and across Hawthorne, as the alley does continue between Hunter and Atwater past Hawthorne. I would also like to know the exact location of the utilities in the alley as specified in 12.12.080.
