Nuisance Lights

Alley running east-west between Morton and Madison streets, located about half way between Dodds and 1st Street

There is an old light pole half way along the alley with a flood light high up that glares light across several lots and shines into my house and porch (748 S. Morton St.). This is not a Duke Energy pole. It is only identifiable by a number 4, about to fall off, and an inspection medallion dated 2003. The pole right at Morton, to which it is connected, says it is owned by Public Service Co. of Indiana, pole number punched into metal plaque 1627-709 and maybe also punched notches for Customer and Owned. An inspection medallion that says OSMOSE insp. 2018. D. This simplest way to end the light leakage would be to remove the light. If properly shielded to prevent the light leakage of course that would be okay too. I have photos, but I can't figure out how to add the file to this UReport. If you could send me an email address I can send the photos as a Word file. I would be glad to meet someone from the city and show them the source of the problem. uReport Case #210299 Attn: Jeff Yutmeyer I want to re-open this case because when I went to the rear of my yard this afternoon, I saw that Xfinity/Comcast, cut the cable from my house and let it drop into the thorn bushes. This presents more of a fire hazard because there is a layer of dry leaves on the ground; the cable is still attached to the electrical pole. Unsafe Buildings

The property needs to be inspected by a City official and repaired or condemned. Under Bloomington Municipal Code Chapter 17.16, a building is considered unsafe if it is: Structurally Impaired: Posing a danger to persons or neighboring property. Unsanitary: Lacking adequate ventilation, light, or sanitation to protect health. Observing this property over the last 18 months, there has been no change in this property, except that the condition is getting worse. Locals state the home has been in derelict conditions for many years. Damaged roof. A tarp does not constitute a roof. There is no ventilation in the house or working exhausts. Windows do not open/close. No heating or cooling in the structure. Dangerous electrical resulting in the occasional use of a small light. No plumbing in the structure. Resident carries buckets of water from nearby and can be seen washing his hair and body outside of his front porch. No functional bathroom inside the home. Occupant cannot flush waste properly. The entire place appears to be a fire hazard. Evidence of structural fire damage that may also impact the electrical and plumbing concerns. Overgrowth vegetation and weeds. Inoperable vehicles in front and behind the unsafe structure. The severe neglect of this property is diminishing the quality of life for the community and hindering its overall desirability. The dilapidated condition of the property presents a substantial public eyesore and poses a detriment to the neighborhood character. Please take action to keep Bloomington beautiful and avoid causing a serious decline in neighborhood standards for the entire City of Bloomington.

Excessive Growth

Trash has been scattered across the entire driveway for months with piles of more trash accumulating outside next to garage. Excessive growth to the point it looks like the movie setting for I Am Legend. After each storm large branches fall into street and are not picked up until neighbors just do it themselves. With the persistent amount of disregard to upkeep the outside it’s worrisome if there are hazards inside.

Graffiti

There is an apartment complex which has been in business for over thirty years that has had graffiti on the retaining wall for over six months. It is located at the corner of Fess and 2nd Street. I initially thought that the owners of the complex would do something about it but so far, nothing.

Biking & Walking

Bike lanes on N. Smith Rd.need to be swept. The south bound lane from the Short Stop to Grandview Is particularly bad - full of yard waste, road debris, small bits of gravel, etc. Near the top of the hill, where the 14 foot sign is, there is a bush growing over the lane and face-slapping vegetation hanging down over the lane. I’m wondering if there is any regular schedule for sweeping bike lanes? At best, it seems this one gets swept about once a year. Sweeping the hill every couple of months wouldn’t be too often. The bike lane is narrower than recommended width to begin with. It gets really dangerous when we have to ride near the white lane (or sometimes in the car lane). The painted lines make drivers believe everything is ok as long as they stay between their lines and they don’t realize how closely they are passing vulnerable bicyclists. I’m sorry I don’t have pictures of the bike lane. But it should be easy to see what I’m writing about, especially if you are on a bicycle.
