Pot holes in the alley way

Can anything be done here? I understand it is for draining storm water, but the hole is quite large, and the cover is very loose, I could probably take the whole grate off and move it

Pictures of the alley that crisscross between henderson and fess just a half block north of 2nd street. Whole alley is deteriorating

The grate to the sewer has been sunken in for over a year, I have mad a complaint, but now with the slant and the alley wasnt plowed there is an inch plus of ice pooling and collecting. I have taken prospects on tours and almost wrecked and spun out because the ice is so bad. Tenants parents are calling and very upset that their children have to walk of the ice to class. They have stated someone is going to her hurt and file a lawsuit.
