For the past three days, I have observed an abandoned rental e-scooter along the east side of the High Street sidewalk north of Arden and the Moores Creek stop light. It is on the north side of the hill about halfway between Arden and Morores Creek.

If the company is not cited and fined, I'd like to receive an explanation for the reason why not within a reasonable time.
