Rain water runoff from Sherwood Hills parking lot “blowing out” of storm water drain cover and flooding into our property. Possibly a clogged or restricted underground drain to the main storm water drain directly South on East Wellington Court between 709 & 715 address?

We have 3 sinkholes on property at Reserve on Third. 2 are near city water drainage and want someone to come assess.

Top of water meter is off. You can see the gap to the left in the photo. I nudged it mostly back into place but can’t quite get it on and don’t know how to secure it. Meter is near southwest corner of yard, about 10 feet from Rose Avenue. Could be a hazard for pets, wildlife, or a person walking there.
