Blocked Sidewalk

It looks like the photo I'm trying to send may not be working.. but anyway.. In front of 1309 South Lincoln is a gutter that is NOT accepting water..the issue is NOT a plugged gutter at the street level because I have cleaned it out myself.. THis has been going on for YEARS and I've reported it twice..The city looked into it and said that there is no blockage,, but since the water backs up at Every rain, the something is obviously wrong..If you can't get a full street view from the photo I've sent with this message let me know where I can send an email with a photo attachment..Thanks.. On May 4th, 2022 I was taking a walk through the park when I noticed a chemical-type smell lingering near the stream that flows east to west through the middle of the park. When I went to investigate the source of the smell, I was alarmed by an opaque milky white substance contaminating the flowing stream. It also seemed to be the source of the smell. I followed the contamination upstream and traced it to a white PVC pipe that appears to originate from the Bryan Park pool facility. There was also particulate settling in the water where the pipe drains into the stream. Immediately after that I walked to the pool facility and confirmed with two city workers that the pool does indeed drain directly into the park's stream. They also told me that they were directed to power-wash the pool area and the resulting material was discharging directly into the stream via the PVC drainage pipe. Further, other city workers have confirmed with me that the pool water itself gets drained into the stream annually. I am not sure if this is legal - and if it is legal, it is certainly not environmentally sound. The material that is draining into the stream is very likely environmentally harmful.

The baby pool at Bryan park is significantly colder than the main pool. Babies need warmer water, not colder, especially now that they can’t take a break by going down the slides on their parent’s lap anymore.

Lifeguard on duty lacks much focus on swimmers in the pool. For example, she has been thoroughly engrossed in her water bottle for the last 15 minutes: taking off the lid, gazing inside it, drinking from it, gazing inside it again, staring at the lid, taking another drink, etc. Fortunately, most lifeguards at Bryan Park pool are very attentive to their safety responsibilities.
