Subject: Re: uReport Case #162510 - 3433_E._Third_St._property_needs_owner_attention Mike Arnold -- An update from a coupe weeks past on this address, I have been been busy or else would have sent a message sooner. 2/10/18: I reported to Bloomington Police the north, back of house, doors open. Lower door wide open, upper door open but storm door closed. Officers (six) arrived and cleared the house, Windows are still unlocked and storm windows may be opened as they are not closed in place on nearly all windows. Please make contact with the owner and request that they close all windows and check the two doors so they may be closed and locked. I have mentioned to you in the past, on the lower door, stone wall has fallen and mud prevents storm door to close. This needs attention. Please be more aggressive in your home owner contact. Monitoring this house and follow up on securing the house is now using Police time and resources. Plus my time and others neighbors concern that the house is being entered by homeless and others trespassers. It appears a mess inside and needs attention. If you cannot get results on this homeowner's negligence, see history back to 2004 where the city has sited issues, I will follow up with the Mayor and City legal. This needs to be solved to hold the homeowner accountable for action before something bad happens; house fire, frozen water pipes, trespassers cause issues. If you can, please tell me who the homeowner is and their contact information. I am willing to contact them to discuss issues (as the Neighborhood Association representative) - plus Bloomington Police wish to make contact. Excessive Growth

1002 W 6th ST

Overgrown bamboo at 1002 W 6 St and Elm bending into sidewalks and street obstructing traffic. Bird droppings covering the sidewalk. The invasive plant has encroached on neighboring property where we live at 1004, so we are having to engage removal services and eventually install impermeable barriers at our expense. The back yard of 1002 is overgrown also, feral cats, possum and a skunk have been sited or smelled in a fallen shed which has not been cleared out. The Elm Street side of 1002 is full of debris and overgrowth and there is an unattended stagnant water feature where we hear frogs in the summer (which do attract copperhead snakes). Someone does seem to be inhabiting the house, though we know that the owner of the house does not reside in Indiana presently.

Sewage keeps backing up in our bathtub - smells terrible, toilet doesnt flush when this happens and cant be used. Standing water on the floor/carpet. These issues keep happening and the apartment complex says that they fix it and then it happens again. This time maintenance said it is an airconditioning unit. I can explain more if you can call me. Thank you!

Apartment C14 has not been able to flush my toilet in 3 weeks. Same as Apartment 18, & a couple others in the Kimble Dr. Apt Complex. Apt. C18 has a ceiling in his Bathroom that is literally leaking water so bad into his tub. His Bathroom is Literally not FEASABLE. Can Not Use! People was Moved In During May 2021 to Apartments that was not ready to be moved in what so ever. no stove in 1, No Fridge in 1 & the Central Air in My Buidling-Apartment is on the 3rd Floor Upstairs on the LEFT... Is Not working Nor has it been or been fixed even looked at. Amy Deckard has been liveing there for 3 weeks. I have bben there for 4 months & I have a small whole in my bathroom ceiling from a leak in the above apartment PLUS Yes My Toiulet Wilkl not Flush Unless I Plunge It almost Everytime 1st. That has not been fixed. ALL THIS HAS BEEN TURNED IN TO EMPLOYEES>>>MOTHING DONE! Place IS Very UNSAFE & NOT LIVEABLE. Dangers Will Come if My Name is Brought To Attention. NO HOME, & ETC.

Lots of excessive front yard and back yard growth. The back yard also contains a myriad of trash items such as old toilets which have been collecting water. My pest control company says mosquitoes won't get better here until something is done over there.

Bamboo overgrowth 1115 W 6th Street's SouthEast corner fence line is spilling over to easements of the three adjacent neighbors yards and easements. In addition to the rampant spread of this address's bamboo cluster, there is very serious concern that the utility pipes, water and gas lines, that run along the easements will be damaged or impinged upon. There is a city policy that overgrowth in yard cannot exceed a height of 8". Some of this bamboo overgrowth is over 15 feet! I love plants and I don't want to have bad relations with my neighbors, but bamboo is a terrifyingly overly successful plant species that belongs in a container. After hearing a story about bamboo on WFIU, I was heartened to learn that there might be some support from the city to help with this very insistent bamboo problem.

I live near this residence and it is becoming a major problem with yard waste trash. IT IS LITERALLY THE MOST TRASH-RIDDEN PROPERTY IN BLOOMINGTON. This is by far, the worst propert in Bloomington. I've asked multiple times for the city to help, and nobody has done anything. The front and back yards are littered with trash, and junk that he keeps piling up on the property, never attempting to clean up, or remove anything but continuously accumulating more trash. The appliances and items scattered all over the property are filling with water and becoming a breeding ground for mosquitos which when mowing my yard, I'm attacked by swarms of them. This property is becoming a major eye-sore and pain for us on this street. I have asked this person nicely multiple times if they could get this stuff under control, but they refuse. Someone please help us. He seems to believe he lives "In the County" and not the "city" allowing him to live like this. This trash is affected all other residents around him.

Fire Hazards

There is an extension cord with lights being run across an alley to provide light to this illegally parked vagrant that is living in this RV. The extension cord is ran across the alley behind 1207 w cottage grove avenue. This is a fire hazard , a trip hazard and unsafe. I’m not sure what this vagrant is doing with his sewer and water. The alley runs west to east between Summit Street and Alexander Street and Cottage Grove and wedt 10th street. Thank you.

What is going on here? A half-deconstructed building that is a danger to all who seek shelter on this property and a general eyesore. Are you aware that the 8’ basement is nearly full of water. Not a very safe place to bathe…I believe the city planning department (or the city in conjunction with the county) has the ability to condemn this structure and cause the cleanup of this site. Current owner: Mike Ross of Wow Food Group. Please contact him and ask him to either repair the building or secure the facility to prevent loss of life.
