Dear Mr. Howard, Mr. Peden, Mr. Meyers, and Mr. Rollo, We are the property-owners at 2017 E Marilyn Dr. abutting Mr. Howard’s residential construction project at 1110 S. Covenanter Dr (http://howardshomeimprovement.com). We're writing because we're concerned about the addition of gravel this past week to Mr. Howard’s lot, raising it several feet above our property, creating what looks sure to become a pond of run-off water along the eastern edge of our property and causing likely flooding at the southern edge. A marshy meadow that used to collect water on Mr. Howard’s property has been shifted onto our property. In order to get a sense of the impacts and the city’s review of them, we are hoping to talk with Mr. Howard and a city inspector before further work proceeds. We are also concerned that the property line has not been staked and our property is being used for construction staging, with considerable removal of vegetation and possible spreading of gravel across the property line. Here is a rough calculation of the drainage runoff from Mr. Howard’s property onto ours: The raised area is 30’+60’+10’=100' X 12’ = 1200 sq ft (at the side) and 22’ + 12’ = 34’ X 10’ = 340’ sq ft (at the back) = 1540 sq ft (total). At an average 5” rainfall in May, that would create 4,800 gallons or 640 cu ft of runoff. Annually, rainfall is about 50” so the runoff would be about 48,000 gallons or 6400 cu ft per year. But with climate change we suspect those amounts are going to increase (rainfall for every month this year has exceeded the norm). We arrived at this estimate using the USGS rainfall calculator: https://water.usgs.gov/edu/activity-howmuchrain.html And we used rainfall estimates from: https://www.weather.gov/ind/Precip_scorecard_IND For the raised area of Mr Howard’s property, we used the schematics attached below. We also have attached photographs showing the construction staging on our property, and the effect of the land build-ups on the east side of our property line. The home we bought 2 years ago has flood damage and serious drainage issue that I can't not get under control. There is stormwater runoff that has been coming from (5) different neighboring properties and especially the one huge lot at 2130 Shan Crest Hill 46239. When there is a rainstorm not only does or crawl space completely fill up but our yard on the South, East, and west sides become quickly flooded like a lake. there is a 12" culvert drain pipe that runs east to west on the South side that run right next to the road Raymond Street that should be able to accept my neighbors & our ground water but the 12" easement drain pipe is roughly 13" higher win elevation than the area in the rear of my home where all of their ground water collects so it just fills up and resides under our homes foundation. My wife and I have tried everything bought and burnt out several 1, 2. and 3 HP water pumps with no luck. there is just way, WAY to much water. We are becoming very worried about the possibility's of permanent foundation damage, mold, and our home becoming condemned. Every contractor at least (9) or (10) decline getting involved engineers as well. we are at the end of our rope sorta speak.... Excess water seems to be coming out of my drains at the street, even days after it has rained. My water bill was high last month, and I thought it was for other reasons. Now I am worried that there is a leak.

Standing water / drainage issue at 2624 E Windermere Woods Dr. City of Bloomington Utility was to test for chlorine, but have not received any follow-up regarding this.

There is a water leak at approximately 734 N. Woodbridge Dr. It started on Sunday morning, and to my knowledge, no one has tried to fix it. Our apartment complex is aware of the issue, but the leak has continued to run for four days. So far, at least 5,000 gallons of water have been wasted.

Water running out from under our condo 1916 S Ramsey behind several units and into Queensway east of roundabout. Reported yesterday and assigned to Michael Chase. We have not heard from him. turned off water in house but does not stop the flow of water. Thompson 812-336-4683

I have noticed water running in the street at 9th St. & Prow for the last several weeks as I walk by. Today I walked north on Prow Ann’s saw that it appears to be leaking from the meter box at 527 Prow.

I am following up on case number 167563 which was assigned to a Mr. Peden. He said they came by and assessed the problem but they looked at the ditch in the front and the problem is not the front it is the backyard and the water comes from the north property onto my property in the backyard and is so high that sometimes it almost floods my house.

From the houses north on Glenwood from the easement I get everyone’s water and it comes in my backyard across my sidewalk and most of the time up over the driveway.

There is no drainage system on Olive street just south of Hillside. Additionally, Ridgemont Ct runoff gathers here as well. Cars try to drive through wich causes waves to sending more water into the effected houses. 18" in the street. Years of neighbors and past residents call for help have garnered no response from the city.
