I live at 3500 E Morningside Drive in Bloomington (47408), and there is quite a bit of water rushing through the culvert along Morningside drive, coming from the east. I expect there is a water main break somewhere east of my house. (2/2/2019 - 7:44 a.m.)
Water utilities shut off water and is still billing me.
It appears that a lateral has broken on the north side of Morningside Drive just east of Smith road. Water is continually running from the tree plot into the gutter.

Water volume been low in our house since yesterday evening
In FYI about water meter on Fess north of 4th Street. When I stepped on the concrete around the meter, it all levered up. I think the gap is visible in the photo. Utilities checked area on Fess N. of Second- found no problem with meter pits- did see an open hole in tree plot marked in white.Does not appear to be utility related.
Water has stopped working entirely
The hole in my yard that contains my water meter is flooded. I had noticed that the ground was wet around the outside of the lid, so I removed the lid and discovered that the cavity that holds the meter is filled with water. You need an emergency number that is answered in a timely manner. I called for 35 minutes last night before someone finally answered. Our neighborhood was the one without water from the 17th street water main break. Really poor service.
