I am a homeowner with storm drainage infrastructure running alongside and underneath my yard. The majority of the Cascade Neighborhood drains though here and the conduit along Skyline is crumbling and heavily damaged. This needs to be repaired in order to accommodate the volume of water now common in our storms. Further, I am concerned that the underground portion is compromised. I see several sinkholes in my yard from subsidence. There are actually two conduits running though - one from alongside my yard, and another that runs from across the street in my neighbors yard. Additionally, there was a portion of erosion along my back fenceline that had eroded around a city sewer access point. Since the city came to fill this, I have had flooding in my garage - correlated to this directly. I have owned my home for over 10 years and am noticing the impacts of hydrostatic pressure in my basement - am issue I’ve never had before. I am concerned that the many city lines that run though my yard are compromised- leading to this problem. I would greatly appreciate meeting with a utilities manager to discuss these issues and have a scope of these lines performed.

The new builders on the corner of Covenanter Drive and High Street installed a pipe last week. Our concern is that the pipe was not installed low enough to keep the flow of water continuing to High street and beyond. With the rainy season coming...we are concerned that the pipe will make water back up on our property. The city just spent two weeks closing off High street to fix this issue and now we are concerned that the new builders have just put something in (but not properly installed it) so they could have a little rock culvert to get to their property off of Covenanter Drive. I sent an email to Vic Kelson and Brandon Prince on Thursday, but never heard back from them. I am writing again because we would like this matter to be taken care of now before they get more involved with building and it is too late to fix the problem. I would appreciate if somebody would get back with me on this matter. Thank you.

The home we bought 2 years ago has flood damage and serious drainage issue that I can't not get under control. There is stormwater runoff that has been coming from (5) different neighboring properties and especially the one huge lot at 2130 Shan Crest Hill 46239. When there is a rainstorm not only does or crawl space completely fill up but our yard on the South, East, and west sides become quickly flooded like a lake. there is a 12" culvert drain pipe that runs east to west on the South side that run right next to the road Raymond Street that should be able to accept my neighbors & our ground water but the 12" easement drain pipe is roughly 13" higher win elevation than the area in the rear of my home where all of their ground water collects so it just fills up and resides under our homes foundation. My wife and I have tried everything bought and burnt out several 1, 2. and 3 HP water pumps with no luck. there is just way, WAY to much water. We are becoming very worried about the possibility's of permanent foundation damage, mold, and our home becoming condemned. Every contractor at least (9) or (10) decline getting involved engineers as well. we are at the end of our rope sorta speak.... Dear Mr. Howard, Mr. Peden, Mr. Meyers, and Mr. Rollo, We are the property-owners at 2017 E Marilyn Dr. abutting Mr. Howard’s residential construction project at 1110 S. Covenanter Dr (http://howardshomeimprovement.com). We're writing because we're concerned about the addition of gravel this past week to Mr. Howard’s lot, raising it several feet above our property, creating what looks sure to become a pond of run-off water along the eastern edge of our property and causing likely flooding at the southern edge. A marshy meadow that used to collect water on Mr. Howard’s property has been shifted onto our property. In order to get a sense of the impacts and the city’s review of them, we are hoping to talk with Mr. Howard and a city inspector before further work proceeds. We are also concerned that the property line has not been staked and our property is being used for construction staging, with considerable removal of vegetation and possible spreading of gravel across the property line. Here is a rough calculation of the drainage runoff from Mr. Howard’s property onto ours: The raised area is 30’+60’+10’=100' X 12’ = 1200 sq ft (at the side) and 22’ + 12’ = 34’ X 10’ = 340’ sq ft (at the back) = 1540 sq ft (total). At an average 5” rainfall in May, that would create 4,800 gallons or 640 cu ft of runoff. Annually, rainfall is about 50” so the runoff would be about 48,000 gallons or 6400 cu ft per year. But with climate change we suspect those amounts are going to increase (rainfall for every month this year has exceeded the norm). We arrived at this estimate using the USGS rainfall calculator: https://water.usgs.gov/edu/activity-howmuchrain.html And we used rainfall estimates from: https://www.weather.gov/ind/Precip_scorecard_IND For the raised area of Mr Howard’s property, we used the schematics attached below. We also have attached photographs showing the construction staging on our property, and the effect of the land build-ups on the east side of our property line. Water doesn't drain at all at this drain site. It pools in the street, and runs downhill overwhelming the drainage capacity on the other side of the circle down by 170 E Sunny Slopes Dr.

Bloomington seal coat paving does lots of driveways in my neighborhood. They make an asphalt ramp to the street that totally fills in the gutter. Is this allowed? It pushes the water out into traffic.

There's a run off in our back yard the pools up with water whenever it rains and it typically takes days for the water to subside. We have deer and ducks that often stop by to take a dip in our back yard :-) This standing water concerns me for mosquitos and others pests. Additionally, the sitting water has started to erode the dirt around the concrete to the point to where I can no longer mow around the area. To the best of my knowledge this is not our property and I wonder if the city maintains these run offs. Is this something that the city can take care of? Thank you for your time.

There is not an issue at my house. However on Veness Road right before Bush Lake Road, water has been running on the road for well over 2 months. It is a very slow run off, but is definitely coming from the right land of Veness Road. About a month ago there was a major water leak on Veness just before Bloomington Ferry. That was fixed. This one has been leaking since early Spring. Thought I should let you know.
