MR. CARRICO HAS A HOUSE AT 1231 S FESS, THE CORNER OF FESS & BRENDA AVENUE. FESS AVENUE HAD WORK DONE AND THE STREET NOW SLOPES IN SUCH A WAY THAT ALL THE WATER DRAINS INTO THE BASEMENT AT 1231. THE STORM DRAIN IS ON THE HIGH SIDE OF THE STREET. MR. CARRICO HAS INSTALLED A RETAINING WALL AND WAS GOING TO BACK DIRT UP TO THE WALL, BUT THE CONTRACTOR STATED THAT THIS WOULD NOT PREVENT THE WATER FROM GOING INTO THE BASEMENT.

When it rains the water runs between the houses of 1249 and 1251 E. Miller Dr. The complaintant says that she assumes that there is water running under the foundation of her house. The water also runs about 2 feet from her house in some places.

She is afraid that with all this standing water, that the crawlspaces will be flooded, if they already aren't. This subdivision is called Highland Gardens and has had problems in the past with drainage.
