Customer said that there was no swale, and water runs over the sidewalk into his driveway.

Customer said a large amount of water was coming up between her drive and the street.
Customer says when it rains, water runs across his front porch, no drainage.
Customer is building a new home and has exposed a water line in footer.
Owner says water will not go through his new homes sewer line. And he would like the line checked on the Citys side.
Water is flowing over the pavement.
Mark James with Active environmental called and said he had hit a City water line.
Water is backing up into yard from storm grate in her back yard.
Ms. Murzyn said they got water into the back of their building during several rain events this summer. She said they had a landscaper do some work but he said the city needs to put a curb on Covey Lane to keep the water from coming off the road.
Received this complaint information from Angie Grubb. She said this gentleman called on 6/4/14 to complain about runoff. He just bought the house and there is a swale that takes runoff from Maxwell Terrace but his neighbor put bricks in the swale causing the water to run onto his property. Is this legal?
