I submitted this issue already as a sanitation issue, but I was told that it is P&R's responsibility. So hopefully it will get routed to the right person this time. A black Lab is being tied up on a short cord wrapped around a tree with no water in the heat at 3248 Southern Oaks Drive 47401. The dog is barking nonstop and clearly in distress. This happens often, but this is the first time I’m reporting it. Please help him. Thank you.

There is a pile of debris sitting along the edge of the road. This is on the east side of Manor Road, where Manor runs between Southdowns and Sheridan as it crosses over the creek. This looks like debris that came from the creek, maybe during a high water time. It just needs to be removed and cleaned up.
