PUBLIC IMPROVEMENTS MANAGER
PLANNING & TRANSPORTATION

POSITION DESCRIPTION
Assists in the direction and oversight of public and private construction in the City, primarily as it affects right of way use, street construction, and maintenance of traffic. Prepares and presents requests to use public right of way during construction and other related documents, including encroachment agreements, to the Board of Public Works. Assists applicants with approval process. Receives and responds to general inquiries and U-Reports, determining or recommending appropriate action. Inspects projects to ensure compliance with applicable regulations, contractual agreements, and permits. Manages City's plat map records. Participates on City Committees and attends public meetings when required. Assists with the review and issuance of grading permits. Reviews applications to move large vehicles within the City.

EDUCATION
Bachelor's degree in civil engineering, construction management, or related field, or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

TRAINING/SKILLS
Working knowledge of civil engineering design, survey, traffic engineering, and construction supervision. Ability to apply technical knowledge towards the review of construction plans, specifications, construction inspections and specific techniques related street construction and maintenance. Thorough knowledge of applicable standards, codes, and regulations for transportation project design and construction, and the ability to determine quality of work under established specifications. Ability to communicate effectively and tactfully. Ability to use standard office and survey equipment and Microsoft Word, Excel, PowerPoint, and GIS software. Familiarity with AutoCAD is preferred.

EXPERIENCE
Three years of construction related experience. Experience in public service and cost estimation is preferred.

HOURS
8:00 am - 5:00 pm, Monday - Friday, other times as required.

SALARY
$45,000-$55,000
