POSITION DESCRIPTION
Oversees and directs department operations and personnel. Directly supervises water and wastewater plant superintendents. Assists in reviewing and developing policies and procedures, planning long-term projects, and overseeing work plans. Proposes recommendations to the Utility Service Board, when necessary. Reviews claims and financial statements and monitors expenditures; assists in preparing annual budget. Regularly reviews, monitors, and approves plant operating and oversight reports and safety programs. Represents the department in negotiations with state and county governments with regard to water and wastewater treatment issues and other issues as assigned by the Director. 
 

EDUCATION
Minimum knowledge equivalent to a bachelor’s degree in business, engineering or other field which provides the requisite knowledge, skills, and abilities.

 

EDUCATION
Minimum experience equivalent to five years managing operations.

 

TRAINING/SKILLS
Thorough knowledge of water and wastewater plant system operations, water transmission and wastewater collection systems, hazardous materials, and budgeting, preferred. Ability to provide effective leadership and supervise staff. Ability to communicate tactfully and effectively with a wide variety of government officials, business representatives, and the public. Ability to develop and monitor departmental policies and procedures and make recommendations to Utility Board and Common Council. Ability to use a computer for clerical, budgeting, and operations management analysis. Ability to make practical application of management practices and procedures to oversee and direct all functions of Utility Department.

 

HOURS
8-5 p.m. Monday-Friday and other times, as necessary

 

SALARY
$61,200-$81,438
