POSITION DESCRIPTION

Prepares oral and written reports for and regularly makes presentations to various commissions, including the Plan Commission, Board of Zoning Appeals, and the Bloomington Common Council. Provides guidance in response to complex or unusual citizen inquiries. Supervises staff review of building permit applications. Consults with adjacent property owners, developers, and neighborhood organizations regarding development and zoning matters. Provides intergovernmental coordination for various City concerning development review and zoning matters. Testifies in court. Prepares affidavits, property transfer letters, and zoning commitments. Reviews subdivision plats submitted for preliminary and final approval and reports findings for action. Reviews subdivision plats. Assists in development of unified development ordinance amendments. Manages staff within the Development Services division of the Planning and Transportation Department.

 

EDUCATION

Minimum knowledge equivalent to a Master’s degree in planning or related field. Membership in American Institute of Certified Planners (AICP) preferred.

 

TRAINING/SKILLS

Ability to interpret and apply various laws, regulations, guidelines, and codes as they relate to development review and zoning matters.  Working knowledge of Geographic Information Systems principles, word processing, and spreadsheet analysis and database management.  Strong writing and presentation skills. Knowledge of engineering and architectural principles. Ability to communicate effectively and tactfully with a wide range of individuals, including local officials, and members of general public. Ability to legally operate a motor vehicle. Supervisory experience preferred.

 

EXPERIENCE

Minimum experience equivalent to five (5) or more years.

 

HOURS

Monday-Friday 8am-5pm., other times, as required. 

 

SALARY

$45,568 - $70,000
