Public Right-of-Way Permits
As of June 1st, 2024 ALL Right-of-Way Applications must be submitted through the Civic Access portal. The City of Bloomington will no longer be accepting the paper version. Please contact (812) 349-3913 if you need any assistance completing a Right of Way Use application through the Civic Access portal we will be happy to walk you through the process. Please remember to disable your pop-up blocker before you attempt to process an application
The Civic Access is the site to apply for all permits, pay fees, research permit history, and downloading the issued permit. The portal is an efficient tool to streamline your permitting needs.
An account is required to apply for permits. You may upload architectural documents as PDF's during the application process

Applicability
Anyone desiring to conduct work in the City of Bloomington Right-of-Way will need to obtain a Right-of-Way permit. Right-of-Way Permits are required for projects of the following:
- Digging any hole, drain, trench or ditch in any public street, alley
- Remove or change any curb, pavement or other constructed improvement
- Construct any paving, any other road improvements
- Temporarily placement of a Dumpster

Right-of-Way FAQ's
I’m not doing any digging, is a permit required? Yes, a permit is required for any closure of the right of way. This includes street or lane closures and sidewalk closures.
What are the requirements for a right of way permit application? We need a completed application, certificate of insurance, a copy of an appropriate bond, a copy of a certificate of insurability, maintenance of traffic plan, and site plan. Once the permit is processed, payment must be made to the City before the permit will be issued.
How do I submit an application? Applications and related documents should be emailed to engineering@bloomington.in.gov

Where can I learn more about the Citywide fiber project?
GigaBitNow will be the internet service provider. Residents can learn more about the service, register, and track the status of the construction effort at the following website: https://www.gigabitnow.com/bloomington/
AEG is constructing the fiber network and the City is overseeing the work through the right of way use permit program. If residents have concerns or questions about construction of the project AEG can be contacted at 812-269-8805
