Tonight I watched a man in a wheelchair try to get through the intersection of fourth and walnut, but the paths going into the street have not been cleared. Is this city property?

The people clearing the lot at 100 East Miller Drive are shoving the snow into the street. Those lanes have already been plowed by the city and I had to drive through two feet of snow to get past that address. They need to be told not to shove their snow into the street.
