There is a car parked in the alley behind my residence that is blocking my ability to pull out of my driveway. The car has been parking here for the last few nights and is here right now. I called the Bloomington Police and Officer Fosnaugh said that he would be able to tow the vehicle if the City of Bloomington would put up a NO PARKING sign here, and he told me to contact you for this. Who specifically do I need to speak to so that such a sign can be put up as soon as possible because this person won't stop parking behind my house, and now I can only get out when this person decides to move his car. The alley behind my house is not wide enough for cars to park here. Please help me.

Blue sedan-type vehicle parked in the roadway, making it hard to traverse. There are also several cars parked on the roadway along N Hillsdale Drive, which makes travel difficult - especially around the traffic light.
