Grass too long AGAIN. Especially along fence.

Residential properties behind the High Point commercial property at 702 N Walnut have been having constant issues with poison ivy all summer, as well as last summer. It is constantly spreading into our backyards from the High Point property. I've reported this issue to HAND several times this summer, yet the property has still not been cleaned up (or it is cleaned up once, and then promptly ignored again.) At what point can this go to the Board of Public Works for abatement?
The back property line for the new apartment complex at 714 North Walnut has not been maintained all summer, and is extremely overgrown at this point. I've e-mailed the new property owners several time this summer asking them to maintain this area, but have been unable to get a response from them. This can be viewed easily from my backyard, if necessary.
House at the corner of W 6th and Fairview has allowed decorative grasses to grow into sidewalk and into Fairview Street. Cars cannot see pedestrians as they pull through Fairview and peds have to walk into street to avoid getting hit in face by plants.
