Is this the responsibility of adjacent property owners? If so, would that be Plantation North Apartments, apparently now being referred to as "Campus Walk North" (CRE Rentals)?

House is vacant and backyard is seriously overgrown with ivy and has nesting rats. Neighbors are mowing front yard so our cul de sac doesn’t look bad.Fence is falling down on 2 sides.
The weeds at this address are taller than people. You can't walk down the sidewalk in the area because its so overgrown. The yard has been overgrown for at least five years now and it appears to be an ongoing issue. The overgrown yard is also creating safety hazards, such as blocking sidewalks, obstructing visibility for drivers, and attracting pests, including rats and raccoons. overgrown yard might be violating. I’ve noticed non native plant species on this City parcel and would like to know since we have been working on similar plant removal and treatment along the B Line who might be be ones to inquire of addressing the bush honeysuckle, wintercreeper et al on this triangler parcel just a few parcels from the back parking of Opportunity House.
