There is trash all over the back yard of the Powell Daycare which is located directly behind Mr. Roberts house. He stated that half the block is mess. The dumpsters at the Day Care at the above address are overflowing with diapers and miscellaneous trash. The dumpster is not enclosed. Roberts wanted to know if by code they are not required to enclose the dumpster area. The dumpster is emptied 2 times a week, but in between these times the trash is overflowing, normally dirty diapers, which is a nuisance.
