Citizen complaint regarding 415 N. Spring St.'s overgrown yard.

The property of complaint is NOT 415 N Spring street, but the parcel behind it owned by Daniel Bingham. It was supposed to be a development on Dandelion Lane, but it never happened, so it is overgrown and not taken care of.
