Grass hasn't been cut for weeks. Growing over 1.5 feet now.

New owner at 3313 S Forrester Street has not mowed since purchasing over a month ago. Yard is excessively high. House is vacant.
Over growth of vegetation. Has not been tended for several years and No one is doing anything.
Lawn in the front is completely overgrown, grass exceeds knee height.
Tall grass needs cut south Madison street
Excessive growth is hiding the stop sign on High st and Southdowns. the growth also makes it very difficult to see southbound traffic on High Street from Southdowns. It is also an invasive species (Asian bush honeysuckle).
House was recently demolished, but there is still yard remaining (both private and City right-of-way) that needs to be mowed. Grass is very long, but landlord needs some "nudging" to get him to maintain the property. Perhaps a large fine would encourage him to be a better steward of the properties he owns (?)
Grass is way too tall.
What does it mean when a HAND report says "Will monitor"? Specifically, how long does the office wait until an actual fine is assessed? For example, see case #183713. Parker will not keep the lawns cut unless someone pesters them about it.
