Parking on the lawn

MULTIPLE CARS PARKING ON THE GRASS CHECK THE BACK YARD ALSO.
THERE IS AN OLD JUNK CAR PARKED IN THE YARD WITHOUT A LICENSE PLATES.
Pays for city parking permit; last year's permit expired, & in the two days he waited to get permit, he got two tickets. He thinks that it is ridiculous to pay to park in front of his own home, and it is frustrated that he was given tickets while applying for a new permit. He also disagrees with the appeal process because five days is not long enough for someone to file an appeal. He feels the parking policy is unjust.
