three dogs are left in the front yard tied up to a fence and tree for extended periods of time. You can see the brown dirt they run back and forth in all day. I'm not sure why they neglect their pets. I am also not sure why they need to tie their pets in the front yard 5 feet from the street.
The dogs do not have access to shelter, water, or food. They bark at every passing person walking by.

This morning, I was attacked by a dog at 3101 N Kingsley Dr, Bloomington, IN 47404. The property owner left the dog in the front yard unattended while he was inside the home. I hollered for the owner when I saw the unrestrained dog coming toward me. The owner came out of the house through the front door and went towards his dog as it approached me. His dog attacked me in the road before the owner was able to restrain him and put the animal back in the home.
Last week, my daughter was attacked by the same animal at the same location. I was not present when she was attacked but she described a similar situation of the dog being unattended outdoors and the owner was nowhere to be found.
I would like to formally file a complaint about this pet owner and request an animal control officer communicate with him about his rights and responsibilities, as well as consequences for not abiding the rules.

This man named Adam Naugle is containing birds of prey (falcons) within his property and doesn’t let them out. At least one has died from his neglect. He has lost at least 6 raptors because of his neglect as well. He currently has a dog under one year of age that he regularly abuses. The dog shows abuse reactive tendencies towards this man (running and yelping if he raises a hand). He has body slammed her bc she peed in the house bc he doesn’t let her out for over 12 hrs or she chews something bc he leaves her without food, water, or toys in his truck for long periods. This man should never be allowed to own pets again.
He also owes the IRS because he does not pay his taxes properly. Beware the man does own many guns and some are illegal including a sawed off shot gun.

Please note, I left a voicemail for this issue today, apologies for the redundancy. My name is Rachel, and I work for Mackie Properties in Bloomington. Our company manages the Batchelor Heights Homeowners Association, which houses the address I am reaching out about. Over the last three weeks, multiple residents have contacted our office to report pet-related issues occurring at 3725 S Cramer Cir. These issues include not cleaning up animal waste in this property's yard or around the community; an altercation in which a large, unattended, unleashed dog belonging to the occupants of this property was witnessed chasing another resident who was walking their leashed dog nearby; the occupants keeping their pets in their garage and leaving the garage door partially open; a potential pig being kept at the property; and allegedly, these residents left their front door completely open all day Saturday, January 15. The resident who reported that last issue attempted to inform the occupants that their front door was open by ringing the doorbell, but they received no answer. They could hear dogs barking and growing inside, and they could smell urine coming from inside the unit. After this, they contacted emergency services to request a welfare check for this property. We are concerned for the animals being kept at this property and the safety of the community. We have attempted to contact these residents and the homeowner but have not yet been successful. I’m hoping there is something you may be able to do to help. Thank you for your time.
