2219 Sussex - outdoor dogs that are constantly barking. Can someone look into this?

Multiple parties (at least three) were walking dogs (often more than one) off leash in back of Childs School around 5-6 pm. The dogs were also not under voice control. Not all dogs, and not all people, can handle being charged, even if the dogs are hoping to play.
