Dog left outside 24/7, always barking

On Sunday evening I caught some photos of a loose dog on Southdowns between Manor and Hawthorne. The dog is frequently out on its own and tends to stay within that block roughly. It lives in a red house on Southdowns. My main concern is that this Sunday I was on a walk and observed the dog almost get hit by two vehicles in the road, I had to re-route my walk with my dog because this dog was at-large with an unknown temperament, and the dog also went to the bathroom in the grass by the creek without being cleaned up by the owners (due to being oblivious to where their dog was at the time). Is there anything that can be done to try to keep the dog safe and other drivers and pedestrians safe too? Thanks.

My neighbor might be running a dog business out of her (i think its a girl but idk) house and its making the neighborhood dangerous. Dogs are barking all of the time. Sometimes dogs sound like they’re fighting and she yells at them. She has wolf dogs that escape her backyard all of the time. I’m scared to let my kids play in our backyard because it isn’t fenced and she doesn’t have control over the dogs. People are always dropping off and picking up dogs from her house so idk if the dogs are even hers. Please help. We live near RCA park and I cant even let my kids walk to the park because im scared theyll get bitten. Supposed to be a quiet family neighborhood but now I want to move so my kids can be safe. Hi Virgil, I wanted to follow up with an email you forwarded to yourself today. The issue wasn't just a slight sprained ankle. Robin BROKE her ankle which required 2 weeks of a cast and 2-3 months of an air cast. We had to cancel a prepaid trip to CA because of this incident with a deer that would not have been the case if there were no aggressive deer in Bloomington. I know this might seem like a slight case to you, but it is huge for us. Once again, we have health insurance, but if we didn't...it would have been a huge Emergency Room expense, Orthopedic doctor expense x 3 and physical therapy. Missed time from work, etc. This isn't just a slight matter and I am sure if it had happened to someone else in the city it might have been looked at a little more seriously. The owners before us had been fighting the deer for years before they sold the house to us and now we are fighting the deer issue. Once again, will it take a death of a child (which I am sure will happen) before the city will do something about the urban deer problem? We have spent hundreds and hundreds of dollars trying to have a decent garden and fighting these deer and every year their population keeps growing and doing more havoc to the city of Bloomington's resident's gardens as well as the danger they cause and nothing gets done about it.

An adult deer has died on my neighbor's property (this neighbor is currently away and is unaware of the situation). The deer obviously died a few days ago and now the smell is really overwhelming - you can smell it a block away! Can someone come out to collect the carcass ASAP please? It's in the back yard of 421 E 1st ST. (We're at 415 E. 1st ST).
