Eastside Neighborhood: 501 S Mitchell's fence that separates the back yard from the city-maintained Hunter footpath is collapsing and will soon block the footpath.

On E Second Street there is a sidewalk under repair since at least last spring. The place is marked with stakes and yellow tape. You cannot walk on that sidewalk without having to step into the road. I specifically am thinking about the danger for mail carriers. The address of the house, though, is 602 High Street. It is the corner house.
Whose responsibility is it to finish the repairs: the city's or the home owner's?

Hello. There is a large amount of gravel at the beginning of the sidewalk near switchyard park. My gf's son was biking and he slipped on the gravel while turning onto the sidewalk on their way to the switchyard park.
I think it needs to be cleared to prevent similar accident from happening. Thank you!
