I live at 1035 East Maxwell Lane, Bloomington. I report that my recycling cart (yellow) was not emptied on Monday April 15 and there are no non-collection notices on it. So, how is it expected that I dispose of my recycling waste this week?

I live at 1706 S Huntington Dr and my recycling was not picked up yesterday (06/24/24). There was no notice left on the can, and looking over the requirements, the cans should not have violated any of the requirements to be picked up.
Once again, my recycling was not picked up today. Once again, no one in the sanitation department will pick up the phone when called. How is this department providing me a service at this point?
