When is this city going to clean up all the passed out junkies littering our streets? I can't even shop in my own fucking city anymore. Last night I went downtown to eat dinner and I'm the span of 4 blocks I was harassed for change multiple times, someone threatened to steal my sunglasses, and a man was shitting in a trash can wiping his ass with his bare hands right outside town hall. Seriously when are you going to wake up and do your job. I've lived in major metro areas and have never seen anything close to this. People openly smoking crack, nodding off on heroin this is a fucking mess and someone is going to end up getting hurt or worse.

Police non performance of duty. Found cat in hot car over 100 degrees. When owner came out after 30 min. police did nothing! Gave the cat back to this idiot and drove away. This is appalling!

Please update your police officers on policies regarding insurance, warranted searched, and speed limit postings. I was pulled over yesterday by a police officer who said I was tailgating yet speeding, and when I explained I was tailgating because I had to slam on my brakes since he pulled out into the lane. I believed he was making an emergency maneuver, however was just trying to get in traffic. He pulled me over, said he would cite me if I did not have my insurance, which I did, but it is also a law that I have 24 hours to provide that proof. It is also a law that if he has no reason to search my trunk, he cannot. However, he asked and I, politely, said yes. However, this was not necessary as there was no probable cause to search. Luckily my father is IMPD and was in direct contact with his supervisor. But I would like to make the city aware of this incident, as I felt very uncomfortable. Especially when said officer kept saying things were expired, then changing his mind when I said they were not. He was very unprofessional, and as someone who has been around law enforcement for 21 years, exhibited very concerning behavior. Thank you.

I'm tired of being solicited by homeless people anytime I walk around downtown. I love this city and I love living downtown but I am hesitant to even walk a few blocks away from my apartment because I'm relentlessly confronted by homeless people. I have no problem with homeless people and I'm willing to pay my part of the taxes to get them steady jobs and homes, but soliciting hard working residents should not be tolerated and the authorities must step in

I witnessed a man getting sucker punched in front of blue bird nightclub shortly before 12;30am on June 22. Officer 67 arrived within a few minutes and placed handcuffs on the man who was sucker punched. I immediately told officer 67 that I saw the perpetrator walk down the alley, but officer 67 told me to get back and would not listen to me... while I was watching the perpetrator walk down the alley. Other witnesses were also telling officer 67 the perpetrator was getting away. Officer 67 acted emotionally in arresting the victim. It was wrong. I could identify the perpetrator. The uReport was passd back and forth between city employees, but I have received no information that the uReport was actually read or responded to. The uReport was case #167846. Speeding is still a problem on Maxwell Lane - it's a four-tenths of a mile straightaway with a blind hill in the center.

Hello. We recently moved to Bloomington as were told it was LGBT friendly. Does the City have a webpage of what Pride Month activities it is sponsoring? I haven't heard anything and am disappointed. I know it's crazy this year but it's still Pride. Thank you!

Homeless people are again living in People’s Park. They’re using drugs, fighting, leaving trash everywhere, screaming and yelling, urinating and defecating and have taken over most of the benches and tables. It also appears that they are sleeping there overnight. We bought ice cream across the street and expected to have a nice Sunday afternoon in the park for thirty minutes or so… we tried sitting on the steps of a business on the opposite side of Dunn Street but the shrubbery nearby was probably soaked in urine based on the stench. We simply left at that point….. No other Indiana city of the same size and population has a homeless population of 1 % of that of Bloomington and that is directly attributable to the fact that Bloomington attracts these people by virtue of feeding them and enabling them unlike anywhere else in Indiana. I’ve lived in and near Bloomington since 1974 and this has simply gotten totally out of hand.

In regards to resolved uReport# 181500: Reply from City: Up until recently, we've been relying on the scooter companies to enforce their users behaviors with illegally parking of the scooters. We have two positions that we are currently hiring for that are funded with fees from the scooter companies that will focus on moving into a system where fines will be issued for improper parking. My reply with two (2) questions: I do not understand Adam Wason's reply in light of what was stated by City Attorney, Mike Rourker, in 2019 (please see below for quote). Additionally, I worked from March 2019 until October 2021 as the main point-of-contact (POC) working with the entities licensed by the City for providing the service and product of motorized scooters, and neither was I informed of any efforts to ticket the companies nor the users of the scooters. Can someone please explain to me what the Standard Operating Procedure (SOP) for holding the licensed entities accountable for the stipulations in the ordinance governing use and management of the scooters was prior to the recent creation and hiring of a new staff position? Also, why were no violations issued and no fines collected in over three years? Thank you for your time. "At its July 31, 2019 meeting, city attorney Mike Rouker told the city council that scooter companies would be fined if their users violated the parking restrictions. Rouker put it this way: “So just to be clear, at the same time, that Bird or Lime or another scooter company may be taking those additional steps against their own users, the city, if this is an issue, will be fining them every single time we see a parking issue.” Rouker continued, “I suppose if the company wants to move very slowly and pay lots and lots of fines to the city, until we’re fed up enough that we either revoke their license or geo-fence an area, that’s a business decision. But I don’t know if it’s a sound business decision.” For an improperly parked scooter, the fine called for in the city’s ordinance runs $30. The fee connected to impoundment is $100, plus $10 per day storage, and another $150 for disposal. As it turns out, the only payments the scooter companies have had to make to the city of Bloomington are the $10,000 annual licensing fees and the 15 cents a ride. The three companies now operating in Bloomington are Lime, Veo, and Bird." There is a City bus stop shelter just north of Thorton Drive on Henderson (across the street from Black Lumber). The last few evenings, it looks like someone is staying in there overnight. Is this allowed? Also, there is a lot of trash in the area. Can the city clean this up and monitor the area for illicit activity?
