In response to uReport case # 181637: "Greetings. We need moving violation enforcement and an increase in people who can do traffic law enforcement. Can someone in BPD as well as OOTM please read this article and consider how the City of Bloomington may work to make their streets actually safe and civil... Please take note of the quote about their goal. I think Bloomington needs to make the goal of public safety a top and most important priority! This is what the city of New Orleans is doing to help their police department with their staff shortages. 'They will have duties such as monitoring phone and online reports, issuing traffic citations, surveying major events like Mardi Gras and the Essence Festival and even doing some investigative work. Civilians would additionally be dispatched to calls that may not require an officer, such as collecting preliminary evidence, securing loose pets and responding to forgery, certain medical episodes and some thefts, New Orleans Police Superintendent Shaun Ferguson said last Thursday. 'The goal of all of this is to make our officers feel safe so that they can make our citizens and visitors feel safe,' Ferguson said. 'This is also to reduce some of the workload currently placed on our patrol and district personnel. But more importantly this is designed to reduce response time and address the backlogs in which we have in some of our districts.'" MY REPLY: Thank you very much for the information. I was aware that there were Community Service Specialists but since I have still been told repeatedly over the past three years that BPD does not have the staffing to do traffic detail or do much work outside of responding to 9/11 calls, then I respectfully suggest COB budgets for and approves several more CSSs. Also, admittedly I had a poor opinion to the CSS position due to a car collision at a bad intersection that was attended to by a CSS and not a sworn officer and was never included in the official stats for that intersection. When I requested a four way stop from P & T, they cited there had never been a collision there when that is blatantly false. Please consider checking the protocol on how collisions attended to by CSSs are handled for reporting purposes as well as increase the head count, please. There is a problem with public safety in this town that the current business as usual is not curbing. Thank you for your time.

Marnina Patrick) I took Captain Pedigo up on the suggestion to contact the ISP and am now sharing the replies I go: "Thank you for taking the time to send us a note of concern for drivers utilizing celllular devices while driving. We have listed the statue below for your review and will forward you concern to the commander of the bloomington district. If you see a violation, please don’t hesitate to report the driver to your local police/sheriff's office or the closest ISP post." "The bloomington police department is still responsible for traffic infractions even if they have staff shortages. Police departments throughout the nation are experiencing staffing shortages however still continue to serve the public."

I live directly next to the Landscaping Services Building roughly by 10th Street & Jefferson. The level of noise they make at 4:30-5:30AM is unacceptable. I implore the city to please contact Landscaping Services (affiliated with IU-Bloomington) to push their hours back to 7-8AM. It is a total disturbance to my neighbors and me. Banging metal, trucks beeping as they back up, loud engines, car lights that shine into our homes & other community disturbances. I expect a response from the city on this major quality of life issue. Thank you so much for your time. I enjoy living here in Bloomington in every other regard besides this matter. Thank you!

My spouse and I were dining on the patio at the Little Tibet near 4th and Dunn this evening. The noise and music levels from Kilroy’s around the corner was extremely loud to the point it really ruined the ambiance of an otherwise peaceful evening. Does Kilroys have noise permits to operate with the sound system on their patio? What happened to the quiet nights initiative from a couples years ago?

I witnessed a man getting sucker punched in front of blue bird nightclub shortly before 12;30am on June 22. Officer 67 arrived within a few minutes and placed handcuffs on the man who was sucker punched. I immediately told officer 67 that I saw the perpetrator walk down the alley, but officer 67 told me to get back and would not listen to me... while I was watching the perpetrator walk down the alley. Other witnesses were also telling officer 67 the perpetrator was getting away. Officer 67 acted emotionally in arresting the victim. It was wrong. I could identify the perpetrator. Please update your police officers on policies regarding insurance, warranted searched, and speed limit postings. I was pulled over yesterday by a police officer who said I was tailgating yet speeding, and when I explained I was tailgating because I had to slam on my brakes since he pulled out into the lane. I believed he was making an emergency maneuver, however was just trying to get in traffic. He pulled me over, said he would cite me if I did not have my insurance, which I did, but it is also a law that I have 24 hours to provide that proof. It is also a law that if he has no reason to search my trunk, he cannot. However, he asked and I, politely, said yes. However, this was not necessary as there was no probable cause to search. Luckily my father is IMPD and was in direct contact with his supervisor. But I would like to make the city aware of this incident, as I felt very uncomfortable. Especially when said officer kept saying things were expired, then changing his mind when I said they were not. He was very unprofessional, and as someone who has been around law enforcement for 21 years, exhibited very concerning behavior. Thank you.

When is this city going to clean up all the passed out junkies littering our streets? I can't even shop in my own fucking city anymore. Last night I went downtown to eat dinner and I'm the span of 4 blocks I was harassed for change multiple times, someone threatened to steal my sunglasses, and a man was shitting in a trash can wiping his ass with his bare hands right outside town hall. Seriously when are you going to wake up and do your job. I've lived in major metro areas and have never seen anything close to this. People openly smoking crack, nodding off on heroin this is a fucking mess and someone is going to end up getting hurt or worse.
