On the East Side of Bloomington, at the light coming out of the mall onto 3rd, an unhoused person is standing in the road and blocking traffic. I have seen them holding signs in this area several times in the last week, often in precarious locations.

I know that my home is not in the city, but I believe that the issue may be in the city. There is a bright flashing light on a tower somewhere that flashes so bright that it interrupts sleep. If it is a bit cloudy, it even looks like the sky is lighting up. We have lived in our home for 5 years and this is new in the last few months. We cannot find the location of the source. From our home, it is located to the east of us and is on the east side of state road 45 about a mile past University Elementary school. Can you help us? If there is someone else I should contact, please tell me who that is. Thank you.

Charles A. Northrop, Assistant Director of Real Estate Administration, Real Estate Department, Office of the Vice President for Capital Planning and Facilities, Indiana University, advised me on 4/13/21 to contact the City of Bloomington Public Works Department to confirm the ownership of the unmaintained embankment bordering 719 E. Hunter Ave. and the space that had been the backyard of the demolished house at 720 E. Atwater Ave. While he has stated that this part of the embankment is an unpaved public right-of-way alley, he also suggested that its ownership might require confirmation. Such confirmation would enable me to determine the validity of the trespassing allegations of 719 E. Hunter Ave. tenants on 3/19/21 that resulted in the dispatch of Bloomington Police Department officers to the site.
