Why won't anyone do anything about the dog that lives in the red truck in the front part of Southcrest trailer park? It's freezing outside, no source of heat!

1807 E. Wexley Road. Daily and nightly barking of two dogs left in fenced in back yard (whether owners are home or not.) Police and humane society visits approx a year ago. (Owners saw police/humane society car/person/officer and brought in dogs swiftly.) No changes ever since then. No peace in the neighborhood. Have also written owners polite requests with no change. I gave up but must try again as my home is not restful at all with the incessant barking.
This is my 3rd complaint about dogs barking and howling during the day and at night. I have received answers from Animal Control that the owners promised to get park colors. Either they are not working or it did not happen. We need our sleep at night, and we want to enjoy our yard during the day. One of our neighbors has recordings and has also filed multiple complaints. We would really like your help, again. And please do not placate us again that you have talked to the owners. They seem reticent to input. All of us look forward to a permanent solution. Thank you, Marion Krefeldt 1910 E 1st 812-325-5457
re uReport Case #174114. Barking & Howling dogs. This was reported by my neighbor and I have complained many times about these dogs. 11/13 The owner told Animal Control (Ofc Eubanks) they'd get Bark Collars, its been a week and there have been no changes.
The constant barking and howling of dogs keeps us from being able to sleep. We were tolerable up to a point, but the daily and nightly noise is just intolerable.
Dead animal in the street.
We have a neighbor that lets its dog at at 8a and keeps it out for most of the day. The dog barks constantly. What is my recourse?
On Saturday 05.23.2020, I picked up a 22 week old puppy from the Animal Shelter. The only thing I was told about the puppy during the vetting process was that she was skiddish and that I needed to be patient with her. Last night the puppy urinated blood. I called the shelter today and it was disclosed that the puppy was treated for a UTI. I only was told of this after I disclosed the dog was urinating blood. AS consumers we are depending on the shelter to disclose potential issues. It is unfortunate they do not. I am out of 200.00 plus dollars on a dog that I likely would not have taken if I knew all of the circumstances. Due to the circumstances I have requested that the shelter come pick her up. Unfortunately, they are unwilling to do so.

My neighbor's cat killed a Murder Hornet on 5/2/20. I didn't know they were in Indiana already.
