Usually I'm don't usually complain about the police department as you all do amazing work around the city. But this morning had to be the most terrifying thing I've encountered. At about 6:45am I'm getting ready to take my dog out, and whenever I take her out before daylight I'm always aware of my surroundings, as I'm always afraid something is going to happen, and in this city you never know. I open the door to go out and noticed my dog is a little more anxious than usually. An out of the corner of my eye I notice this man in all black coming up from behind my house in my yard, and between my car and the neighbors fence doesn't say one word to me as noted it was dark out. Now at this point being in dark clothing and in my yard, I literally thought I was going to have a panic attack cause i had no idea who it was and hurried my dog back inside. Had literally no idea this dude was a police officer as he didn't say a word to me and on that side of the house you can't see his patrol car. So when I go back in and calm myself down, I look out the window towards the other side of my house and notice his patrol car. I don't mind the police being in my yard for whatever reason but at least they could of done was said something when I walked out. Is this standard for you to be in someones yard and not announce yourself? I dont know cause I'm not a police officer. But it would have been great to know as they literally scared me. There's a housing authority camera that points at my front door. Sometime between 12:30 pm and 4:45 today domworipped open a Walmart bag that for delivered and stole a gallon jug of fabuloso.it doesn't seem like a big deal but I've lived here for over 3 years and I've never had anything stolen. I also have other items coming and they cost a lot more. I would like to have someone access those camera and fondnout who stole from me. Thank you for your assistance

There are two cars (one navy/black and the other white) that have been parked continuously in the parking lot for about a week or so. The people in the cars have recently started littering the park.

There has been an increase in police vehicles speeding in my neighborhood, particularly down Rogers Street and Sixth Street. The frequency has increased in the last two weeks and has been rather alarming, loud, and unsafe.

The person who lives at this address produces unreasonable noise on a regular basis in their truck. Most definitely this is a diesel truck and yes, those are louder than other vehicles. However, this person has the need to accelerate intensely on Fairview from stop sign to stop sign and then loudly accelerate the short distance to their house. This happens most every single day and multiple times as this person regularly comes and goes with and without a trailer full of equipment. According to Bloomington's Municipal Code section 14.09.040, unreasonable noise shall mean sound that is of a volume, frequency, or pattern that prevents, disrupts, injures, or endangers the health, safety, welfare, prosperity, comfort or repose of reasonable persons of ordinary sensitivities within the city of Bloomington, given the time of day or environment in which the sound is made. Also included, and described in more detail in Section 14.09.030 of the Bloomington Municipal Code, is unreasonable noise from cars including specifics about mufflers and baffles. It is unknown as to if this is an OEM/stock exhaust system but it is disruptive on a regular basis even when inside a house with all the windows closed. Thank you for your attention to this matter. Greetings. In my experience, as well as observations, it does not appear that there is much, if any, enforcement of the Hands-Free Driving state law that went into effect in 2019 in the City of Bloomington. There also doesn't seem to be much accountability to that law as in my experience, the person who rear-ended me told the BPD officer she hit me because she was looking at her phone, but following too close was on the citation and not distracted driving. Why is that? I was told that he didn't want to put more than one reason down. Well, why not distracted driving as that is what she admitted to? Also, there doesn't seem to be any sort of a public safety education campaign in any way... I could imagine that the social media accounts would be a great place for a weekly, bi-weekly, or even monthly Public Safety Announcement (PSA) for some friendly reinforcement, reminders, remedial lessons, etc. about the laws that provide structure around driving a couple ton heavy potentially lethal machine around these safe and civil streets. I think Bloomington motorists need a few reminders on some general laws about operating a motor vehicle, especially the hands-free driving state law. Can someone please speak a bit to this concern of mine? Much obliged for your time.

The tenants of 501 E 7th St and 310 N Dunn St have had daily parties, morning and evening, for several weeks now that involve twenty+ people and loud music audible inside other apartments. Several noise complaints have been made with police each time it occurs, yet police have never actually showed up and the parties continue. They are in violation of Bloomington’s noise ordinance each time, but seemingly the police department refuses to enforce it.
