Is a Permit needed to trench & waterproof a basement in Bloomington?
I am a homeowner here in the city. Unexpectedly my neighbor trenched And waterproofed his basement. The trench was between our houses, Which are close together. I asked him if he needed a Permit. He said no. Is he right?
Neighbors down the block at 1506 S Nancy Street are leaving trash and recycling containers by the curb continuously, in violation of city code. In addition they leave trash out front that is an unsightly neighborhood mess.

A house on my street has become a transition house for alcoholic woman. My opinion is that this primarily one-family house has become a hotel. This neighborhood isn’t zoned to all allow businesses. Covenant Christian Early Learning Place had to contact the police in the last two weeks due to people coming onto the property that are not allowed. These individuals have made the program feel that the area isn't safe for the families and the children that attend our program.

The city's web page for the wastewater treatment plant https://bloomington.in.gov/locations/dillman-road-wastewater-treatment-plant gives an incorrect street address. It says 100 E Dillman Rd, but is actually 100 W Dillman Rd.
There is a street light in my backyard. No street around. I’m hoping to turn it off as it’s wasteful of energy and makes it so we can’t see stars in out back yard.
