There is a construction sign that was left in our yard from some work that was being done in the neighborhood awhile ago. I think it had to do with laying fiber, but I'm not sure. Can this sign be picked up?

This is my 3rd complaint about dogs barking and howling during the day and at night. I have received answers from Animal Control that the owners promised to get park colors. Either they are not working or it did not happen. We need our sleep at night, and we want to enjoy our yard during the day. One of our neighbors has recordings and has also filed multiple complaints. We would really like your help, again. And please do not placate us again that you have talked to the owners. They seem reticent to input. All of us look forward to a permanent solution. We live a little over a mile due east (Sycamore Knolls neighborhood) of the Bloomington South football field, and yet we can hear their PA system from inside our house with all the doors and windows closed. This has happened on multiple occurrences now over the past month or so. Do they need to operating so loudly? If not, can they be please be advised to lower their volume?
