Due to the rain yesterday, my basement has flooded and many others in Winslow Farms have as well. There is not enough drainage in place to handle the water that comes to my immediate area with a heavy rain. I have a storm drain in the backyard between my home and the neighbors. This drain is not sufficient to deal with the water for this whole area. Many times during the year in heavy rains, this drain gets overwhelmed and we get a large pool in backyard. Unfortunately, this time, the water rose to a point where it entered into my basement and I am now dealing with many thousands in damage. It seems that someone from the city needs to come analyze the drainage situation in this area of Winslow farms and some additional drainage systems or drains need to be added. This graffiti is either an unpermitted public art display under the city's public art approval process or a violation of the city's sign ordinance. No matter the message, the city needs to insist that private property owners remove or cover graffiti as soon as possible to discourage future vandalism and prevent an intimidating downtown atmosphere. The city regularly requires private property owners to address unsightly items such as accumulated trash and unmowed lawns. Graffiti should be treated no differently.
Call received to HAND from adjacent property owner. There is also a uReport under address 812 W 3rd that is duplicative. People are living year-round in an RV parked on an unimproved surface at 220 S. Maple Street. They have been there for about 18 months. I previously reported them to H.AN.D. and the city's legal department. There are also 3-5 other cars parked in the small property lot at all times. The man is apparently fixing cars for others. Various articles and garbage bags are often strewn about. Their has been many domestic violence and nuisance reports to the police and fire department during this time.
Person has been living in an RV in the alley for most of the year. Lots of " personal items" have accumulated. There have been instances of domestic abuse here as well.

The people residing in this home were previously told by HAND to get rid of the garbage that was accumulating in their back yard, which is loose and blows onto other properties. Instead, they have simply moved it 10 feet to the right by a shed. Also, there are currently 5 cars parked on the property. From day to day, there are a lot of unknown people and traffic some of whom briefly come and go. I have seen people staggering in the backyard who are likely under the influence of some substance.
There are several issues: 1) Cars and frequently parked jutting into the alleyway or the city right of way, which is a hazard to traffic and also partially blocks exit from our garage. 2) Somewhere between 5 and 10 different cars come and go on a regular basis, some of which stay overnight at different times. Thus, the backyard is sometimes stuffed with cars. It's not clear who lives here and what the nature of the living situation is. For example, is this a community that provides mental health services to young men? If so, is it appropriately registered with the city? There is too much traffic at this property to fit a typical family or group living situation. I think there needs to be a welfare check or a visit of some sort by the city. 3) There still is trash stuffed underneath a blue tarp, including half of a toilet.

For over a year there have been 2 huge utility poles and miscellaneous items left in my back yard. When will these items be removed? It has been far too long. My children play in our back yard and these items are quite the hazard for them. Originally there was one utility pole left there which I assumed was going to eventually replace the existing utility pole. Then after a few months, a second one showed up. What is being done to either remove or use these utility poles? My backyard is not a refuse for the Duke or the city. I dread the day when my children get cut by the items left there that was placed there by Duke and the City. 2233 East Autumn Drive
