To Whom It May Concern, I am writing to formally report an ongoing issue with a neighboring property located at 111 W Southern Dr. The resident, Ashley, owns three dogs. One of them, a dog named Ruby, consistently exhibits aggressive and disruptive behavior that has significantly impacted our quality of life. Ruby barks incessantly, often for prolonged periods, particularly when we are outside on our front porch or tending to our garden. Despite multiple opportunities to address the situation, Ashley has made it clear that she does not consider the barking a problem, stating that because it does not bother her, it should not bother anyone else. This dismissive attitude has left us with no reasonable resolution and has effectively driven me away from gardening—a once peaceful and restorative activity for me. In addition to the constant barking, Ruby regularly escapes into our yard, approaching us with hackles raised, barking and snarling aggressively. This behavior is alarming and feels threatening, especially when we are simply trying to enjoy our own property. When anyone walks by the house, even with Ashley present, Ruby behaves similarly, charging at pedestrians and displaying aggressive posturing. I am aware of at least one incident in which Ruby’s behavior caused such fear that she was sprayed with mace. Despite repeated concerns from neighbors, Ashley continues to disregard the issue. She claims the dogs are "working dogs" and that their behavior is normal for the breed. However, they are not being worked, socialized, or exercised in any meaningful way. They are rarely seen off the porch or in environments like dog parks where they might interact with other dogs or people. Given that Switchyard Park is essentially our front yard and a public, family-friendly space, this level of negligence is particularly troubling. I regret not filing this report sooner. I have been patient for years in hopes that the situation would improve, but the lack of responsibility and disregard for the safety and comfort of others has reached a point where formal action is necessary. Mr. Shaw has multiple complaints regarding Insight charging a per outlet connection fee for pre-wired units (cable ready) for Hoosier Court Condo, Hoosier Heights, and Hoosier Court at Henderson Street. Mr. Shaw stated that there is no need for techs to be inside the units because work can be done from the outside. Mr. Shaw further stated that he feels that Insight in general is unresponsive and unhelpful in regards to customer complaints.

Apartments 309, 312, and 320 are in severe egress with multiple sanitary issues. There is an infestation of cockroaches as well as gnats and maggots which are effecting surrounding apartments. The management only has the apartments sprayed once a month and have done nothing to take actions against these tenants to address the issue after having multiple complaints from tenants in the surrounding apartments.
