This vehicle routinely parks on the handicap ramp near the county/IU offices at the City Hall complex. The one next to it also didn't appear to have pertinent plates or a pass today. Are these not handicap spots? I noticed there was not a pole and placard like on other handicap accessible spots in the lot. But even if not handicap spots (though blue lines and paint markings should be removed) it still isn't even a spot at all but instead an access ramp.

I am looking to purchase a street parking pass for 2019-2020 school year. I am a student living on S. Fess. Our landlord has informed us that we will need to contact the city to acquire these passes. any information you can provide would be much appreciated!
