The resident is piling yard waste at the front corner of their lot for the past 6 months. It may be on City ROW. It is very unsightly. The caller has talked to them about the mess but to no avail. Please see attached e-mail.

Bags of waste regularly accumulate on their front porch and around the yard and are never tagged and removed on garbage days. The property is owned by a landlord whose name I don't know.
