trash all around the dumpster, trash man won't pick up, rodents, raccoons, and all kinds of animals are in it and it stinks like hell

woman dumps garbage out kitchen window, towards back end of house, says it's compost: consists of eggs, pizza, dinner rolls,tomatoes, sandwiches, burritoes, just plain garbage. Attracts bugs, animals, etc.Complaint in rental file.
