There is trash littering the yard of the house on the west side of mine. This has been there for quite a while, several months perhaps. It has been blowing over onto my property. A large plastic bag from this mess has just recently lodged high up into one of my trees. I have no idea how I'm going to get it down. Can the city ask the property owner to have this trash cleaned up? This is a rental property so the owner doesn't live there. The address of this property is 604 E Moody Dr. Thanks.

Trash: "We are located at the corner of Washington and Kirkwood. We have complained over and over about the trash from the Chinese restaurant behind us. It is an eyesore to our community. It has been going on for years and no one wants to take responsibility for asking them to clean up their area. Please fine them or what ever you can do. Thank you."
